Our Services

Capacity Report is required while obtaining an industry registration document, import and export operations, domestic goods certificate requests, obtaining the permits and licenses in various sectors, public tenders and public supports (KOSGEB (Small and Medium Industry Development Organization) etc.) and it is issued by our Chamber. For the issue of the Capacity Report (the application form)
The following documents are required:

  • Capacity application form (also available from the Chamber)
  • Lease contract if the machines are leased
  • Social Security Institution Service List (e-statement)
  • The bills or the inventory records of the machines
  • Capacity fee according to the fee tariff of the chamber

Approval of invoice
Approval of invoice: The invoices issued for the goods not listed in the construction works’ market value declared every year by the Ministry of Public Works and Settlement and used for the public construction works, are approved for compliance with the market value by the date of issue.
The following documents are required:

  • The original invoice and one copy
  • Technical explanations or leaflets
  • Material analysis (if considered necessary by the expert)
  • Project (if any)
Approval fee according to the fee tariff of the chamber

Determination of the Machinery; This is a certificate issued for the purpose of identifying the machines in the possession of our members by detecting the machines registered in the legal books by the experts of our Chamber.
The following documents are required :

  • Petition and machinery list
  • Invoices of the machines -  equipment (or) amortization books in which the machines and equipment are registered
  • Registration documents of the work machines (if any)
  • The fee according to the fee tariff of the chamber
Determination of the Current Value:  This is a certificate issued about the determination of the machinery, equipment, fixture and immovable estates belonging to our members.
The following documents are required :

  • The list of real estate or the machines whose current value is required to be determined in the petition or its attachment
  • Invoices, customs entry, amortization books (if any) of the machines and equipment
  • Title deed, real estate statement for the lands and buildings
  • Registration Certificates of the Work Machines (if any)
  • The fee according to the fee tariff of the chamber

Customs Expertise Report: This is the expertise report required by the customs administrations for the imported machinery - equipment, products.
The following documents are required :

  • Application letter
  • Customs Entry, invoice (if any) of the machinery, device or materials
  • The fee according to the fee tariff of the chamber

Customs Expertise (Determination of the Malfunction Time): This is the expertise report indicating the repair times identified in accordance with Cl. 14 of the Inward Processing Declaration issued by the Undersecretariat of Foreign Trade.
The following documents are required:

  • Application letter
  • Customs Entry, invoice (if any) of the machinery, device or materials
The fee according to the fee tariff of the chamber

Force Majeure Documents (Natural Disaster, Machinery Failure); This document is issued in accordance with Cl. 29 of the Chamber Transaction Regulation of Turkish Union of Chambers and Commodity Exchanges; and it is issued in case of machinery failures, and natural disasters.
The following documents are required :

  • Application letter
The fee according to the fee tariff of the chamber for the machinery failures
Manufacturer’s Certificate is issued on the product basis for the firms having a valid capacity report.

Domestic manufacture status certificate; In case domestic machinery -  accessories are used by the plants generating electricity using the renewable energy resources, additional support is provided for the generated electricity. And the certificate that is approved by a Sworn Financial Advisor is certified by our Chamber in accordance with the relevant regulations.

Approval of the Capacity Copy; The copies of the capacity reports issued by our Chamber are certified to be the original copy.

Certificate of Activity is issued in accordance with the products listed in the capacity report of the firm.

Water Requirement Certificate: This is the certificate indicating the volume of water used by the firms in production and required by various public institutions.

Manufacturing Proficiency Certificate: This is the certificate issued on the product basis for the firms having a valid capacity report.

Domestic Goods Certificate (Yerli Malı Belgesi)
Domestic Goods Certificate is issued in the content of the Domestic Goods Declaration of SGM 2014/35 published in the Official Gazette of 13/09/2014 numbered 029118. The required documents for the Domestic Goods Certificate are:

10. For the food producers, food processing registration or approval certificate is separately required in addition to be above stated documents.

Expertise Report regarding the Closure of the Inward Processing Authorization Certificate is the expertise report indicating the quantities of the materials used in the production, which are the subject matter of the certificate issued during the realization of the committed exports in the content of the inward processing authorization certificate. Actual Consumption Certificate
Actual Consumption Certificate: This is the certificate issued in order to identify the amount of the raw materials used for production by the member firms, the stock amounts at the beginning and end of the term and the amount of the products produced.

Procedures for the issue of the Actual Consumption Certificate

Patent Usage Certificate: This is the certificate issued for indicating that the patent owner firm use the relevant invention.
Rate of Wastage Certificate: This is the certificate indicating the rate of wastage occur during the production of our member firms.

Customs Tax Exception,
Value Added Tax Exception,
Customs Tax Exception and VAT Exception shall only apply for the machinery and equipment to be purchased for the investment mentioned on the paper.
Documents required for applying for the Incentive Certificate to Ankara Chamber Industry:

ç) Receipt indicating that 100 Turkish Liras has been invested to the Pay-Office of our Chamber
d) Receipt indicating that 300 Turkish Liras has been invested in the Circulating Capital Enterprise account of the Ministry of Economy.
e) Original or notary certified or registration office certified copy of the Turkish Trade Registries Gazette indicating the partnership structure, capital and fields of activity of the firm.
f) A valid capacity report certified by the chamber or a notary public for the complete investment types apart from the new investment.
g) A letter to be issued by the relevant units of the Social Security Institution or a barcoded print out downloaded from the electronic information communication platform of the Institution which indicates that the firm does not have any due premium or administrative penalty debt to the Social Security Institution in Turkey or there is no postponement and / or instalment or restructuring and that the structure has not been violated  as per the Law on Social Insurance and General Health Insurance of 31/05/2006 and numbered 5510.
h) Resolution made by the Ministry of Environment and Urbanization and / or a letter regarding that resolution for the investment subjects where “Environmental Impact Assessment is Not Required Decision” or “Environmental Impact Assessment is Positive” requirement exists as mentioned in the attached lists of the Regulation on Environmental Impact Assessment published in the 26939 numbered Official Gazette of 17/07/2008 in accordance with the 2872 numbered Environmental Law of 09/08/1983.
ı) Other data and documents that may be required by our Chamber depending on the sector, size of the investment or the incentive applications.

TIME EXTENSION FOR THE INVESTMENT INCENTIVE CERTIFICATE
Regarding the investments not completed in time for which the Investment Information Form Declaration and Commitment, import machinery and equipment list, Domestic Equipment Application Form, Filling Guideline, Ministry Incentive Application are issued by Our chamber and approved by the Ministry of Economy, General Directorate of Incentive Practices and Foreign Capital, time extension is possible for once (1) and as long as the half of the declared time on the document  if the investment payments were made as per the Investment Incentive Certificates.

EXPERTISE AND VISA FOR COMPLETING THE INVESTMENT

The approval operations of the Abroad Representation and Agency Contracts of our member firms are realized by our Chamber.

For the temporary overseas acceptance of the goods to be exhibited at the organizations like exhibitions and fairs while introducing our export products for the potential markets, and the goods to be shown as samples to the potential customers without an organization or overseas transportation of the needed materials temporarily for the execution of a profession, Ata Carnet is used to avoid the local customs formalities and ensure custom free entrance  which is sold and approved by our Chamber. This is an international document enabling temporary import and for the countries included in the system, there is no need to provide a separate assurance for the custom of each country. For 1 year’s validity period, Ata Carnet can be used for temporary export operations from Turkey for 4 times. Ata Carnet facilitates and simplifies the customs operations and saves time and money.
In this content, for the countries included in the system, Ata Carnet can be issued for
Professional equipment (measurement and inspection, testing instruments and equipment, land surveying, drilling in geophysical and mining works, communication measurement instruments - excluding the equipment used for building construction, repair and maintenance works or earthworks or similar things), costumes, satellites, race horses, pool tables, jewelry items
Goods used in fairs and exhibitions (in the exhibitions, fairs, meetings and similar organizations which are commercial, religious, technical, instructive, scientific, cultural)
Commercial samples (samples of manufactured goods or samples of the goods planned to be manufactured). Ata Carnet is not issued for the gifts, consumption materials, tobacco and alcohol and products made of alcohol, disposable goods and posts.

In order to guarantee the liabilities that may arise from the surety of Turkish Union of Chambers and Commodity Exchanges against the Customs in relation with ATA Carnet, one of the following assurances is obtained for each ATA Carnet. The assurance equals to 50 % of the total value of the goods within the scope of the carnet. For the 71.13, 71.08, 71.06 HS Coded goods to be transported to the US, Australia, Switzerland, Japan, Canada, South Korea and EU countries, if the value is specified in foreign currency, an assurance of 40 % of the total value of the goods within the scope of the carnet is obtained.

Digital Tachograph System: In accordance with the European Agreement (AETR) and various council legislations, the Tachograph system is compulsory to be used instead of the mechanical or electro-mechanical Tachograph devices in the new vehicles used for land transportation in the member countries of EU since 01/05/2006 which is related to the personnel working on the vehicles dealing with international land transportation.

The digital Tachograph cards are smart cards designed to be used together with the Tachograph device. Tachograph cards ensures that the Tachograph device recognizes the owner of the card, ensures data transfer and keeping the data in memory.

  • Tachograph Device: This is a recording device designed to be installed at the land transportation vehicles in order to record and show the details of working times of the drivers and maneuvers of the land vehicles in an automatic and semi-automatic way.

  • - Controls the vehicle usage within the legal limitations.

  • - Reports the records in the memory in graphics or as a written report.
  • Driver Card
  • It is the Tachograph card issued for a certain driver. The driver card introduces the driver and saves the driver’s activity data in memory.
  • Company card
  • It is the Tachograph card issued for the owners or beneficial owners of the vehicles installed with a Tachograph device.
  • It introduces the company, displays, loads and prints the data saved by the Tachograph device locked by the firm or not locked by any firm.
  • Service Card
  • It is the Tachograph card issued for the manufacturer of a Tachograph device, manufacturer of a vehicle or the service or installation company by the authorized institution of the country. The service card introduces the card owner and ensures resting calibration and / or disassembling the Tachograph device.
  • The applications are made in person for the driver card, and y the company authorities for the service card and company card. For the delivery of the card, if the name and surname of a 3rd person is written during the application where “to the recipient 3rd person” expression is present, the 3rd persons can also receive the card.

  • If the company makes the preliminary application over the internet (at the website https://staum.tobb.org.tr), it should make the payment of the tachograph card to Vakıfbank with the payment number issued by the system when clicks the Save button during the application and apply to our Chamber with the documents stated above.

In accordance with the European Union Council Legislation regarding the Instrument for Pre-Accession (IPA) numbered 1085/2006, all the materials and goods procured from the domestic market in the scope of a contract related to the IPA programs are documented to be of Turkish origin or gained the Turkish Originality according to the non-selective origin rules. In order to state the goods registered in the certificate are of Turkish origin, the contractor firm and manufacturer firm should provide the following documents and submit them to the Chamber:

A copy of the IPA program contract (transaction cannot be done if there is no copy of the contract),
For the goods totally obtained or produced in the Turkish Customs Region; a producer receipt, commodity registration certificate, mining license, receipts etc. of the mentioned goods.
Activity Letter of the producer or contractor firms which are not members of the Chamber issued by the chambers they have been registered for the last 3 months
For the goods produced by using the non-Turkish Origin inputs, import declarations, receipts, GTIP numbers etc.
Copy of the signatory circular of the producer and contractor firms
Capacity reports of the producer firms not exceeding three years by the date of issue (for the firms not being a member of the Chamber, a certified “Original Copy” certified during the last 1 month)
The contractor and producer firms are obliged to provide any kind of data and documents proving that the goods are of Turkish origin in accordance with the terms of the clauses 33 and 42 of the Customs Regulation.
